The Speech of the Minister of Foreign Affairs H.H. Sheikh Dr. Ahmad Nasser Al Mohammad Al Sabah to the National Assembly of Kuwait 

In the name of God the most Merciful

Your Excellency Speaker of the National Assembly Mr. Marzouq al-Ghanim, 

My brothers and sisters parliament members of the National Assembly,

I would like to start by thanking the National Assembly for granting me a part of today’s session to discuss the announcement of the United States of America’s Middle East Peace Plan, or what it is called “Deal of the Century”. Furthermore, to officially state the position of the State of Kuwait towards this Plan. 

In consideration of the great importance of this announcement has had locally, regionally and international stage. Please allow me, before discussing the official stance of the State, Arab states and the international states towards this plan, to take part of your time to showcase some of the important related historical events. Events which reaffirm the principled and unwavering position of the State of Kuwait towards the Palestinian issue, being the main pivoting issue of the Arab and Islamic world.

At the beginning of 2017, there has been talk in American and international circles that the American Administration is planning to prepare an initiative codenamed “Deal of the Century”. Which is said to be the final and best solution to the Palestinian/Israeli conflict, and it meant to grant both sides their demands and rights. Meant to usher in a new era of peace and prosperity for the region.
On September 8th 2017 and December 5th 2018, H.H. the Amir of the State of Kuwait Sheikh Sabah Al Ahmad Al Jaber Al Sabah conducted official talks with the President of the United States Mr. Donald Trump. Where H.H. asserted the importance of this issue to the State of Kuwait and to the Arab and Muslim world. Moreover, H.H. asserted that the Plan would need to adhere to international law and legitimacy. 
H.H. the Prime Minister Sheikh Sabah Khaled Al Hamad Al Sabah, conducted, when he was the Minister of Foreign Affairs, many meetings with the current and previous American Secretary of State where he reiterated the unchanging position of the State of Kuwait in supporting the rights of the Palestinian people. The American response was to request from the Kuwaiti side to study the plan deeply when it is presented, and not to reject it immediately after the announcement without conducting a proper study of it.
The State of Kuwait, through its Non-permanent membership in the United Nations Security Council (2018-2019), has focused on Arab issues as the only Arab representative in the Security Council, Spearheaded by the Palestinian issue.  Furthermore, the State of Kuwait, during its Presidency of the Security Council in February 2018, has mobilized the support of the international community for the issue by hosting the first ever participation of the Palestinian President in the Security Council in a special session about the situation in Palestine.
The State of Kuwait has condemned two decisions taken by the American Administration. One is the relocation of the American Embassy from Tel Aviv to Jerusalem, and Second is the recognition of the United States of America for the Israeli annexation of the Golan Heights. The State of Kuwait has also participated in all Arab and Islamic meetings that condemned these two decisions and called for adherence for United Nations Security Council Resolutions and international legitimacy in this matter.  
Mr. Speaker: 

I intended for this brief historical summery to provide an introduction for today’s topic before demonstrating the State of Kuwait’s principled and wavering position towards to the Palestinian issue. 

Our Special Session’s Topic:

 On 28th of January 2020, I received a call from Mr. Robert O’Brien, the American National Security Advisor, in which he informed me of the American vision for the peace plan before it was officially announced. Given our well established mutual relationship and the high regard the United States of America holds for the wise policy of H.H. the Amir. 
On the evening of that same day, 28th of January 2020, the United States of American announced its Plan for peace in the Middle East which entailed 181 pages.
On the 20th of January 2020 the Ministry of Foreign Affairs released a statement which says: “The Ministry of Foreign Affairs appreciates the efforts of the United States of America in resolving the Palestinian issue and ending the Arab-Israeli conflict which stretched for over 70 years and caused so much suffering for the brotherly Palestinian people and worked to destroy safety and stability in the region. The Ministry also announces that in accordance with the unchangeable principle position of the State of Kuwait of supporting the choices of the Palestinian people, and reconfirming that the fair and comprehensive solution for the Palestinian issue will not be reached until it adheres with legitimate international resolutions and references, in its forefront the establishment of an independent sovereign state in the border of the fourth of June 1967 with its capital of East Jerusalem.”
On February 3rd 2020 the Council of Ministers released a statement which says: The Kuwaiti Council of Ministers reaffirms its support for the Palestinian issue and reaffirms its support for the various international noble efforts, including the American effort, to reach a fair and balanced solution for the issue. The Council of Ministers also references the State of Kuwait’s backing for the brotherly Palestinian people in all international stages to reach its legitimate rights which adhere with legitimate international Resolutions and references which the international community has produced, in its forefront the establishment of an independent sovereign state with the borders of June 4th 1967 with its capital of East Jerusalem. 
 After the announcement of the American Peace Plan, we made a lot of calls to the Palestinian, Gulf and Arab sides to coordinate our positions in regional and international arenas. 
The State of Kuwait has effectively participated in two emergency meetings held by the Arab League on the ministerial level and the Organization of Islamic Cooperation on the open membership level, which were held on the 1st and 3rdof February respectively.
Mr.Speaker:

The State of Kuwait confirms its policy and its unwavering deep-rooted principles that were instilled by H.H. the Amir of the State of Kuwait Sheikh Sabah Al Ahmad Al Jaber Al Sabah towards the Palestinian issue. The State of Kuwait renews its call for the international community to abide by international law and legitimacy in returning the uncompromised rights of the brotherly Palestinian people, including their right for self-determination and the establishment of a sovereign independent state with its capital of East Jerusalem.
