The envoy of His Highness the Amir, Sheikh Nawwaf Al-Ahmad Al-Jaber Al-Sabah, His Excellency Sheikh Dr. Ahmed Nasser Al-Mohammad Al-Sabah, Minister of Foreign Affairs, and the accompanying delegation have arrived in the Hashemite Kingdom of Jordan, as part of an official visit by His Excellency to the capital Amman on Sunday 18th of October 2020. His Excellency was received on the airport grounds by His Excellency the Deputy Prime Minister and Minister of Foreign Affairs of the Hashemite Kingdom of Jordan, Mr. Ayman Safadi, His Excellency Aziz Rahim Al-Daihani, Ambassador of the State of Kuwait to the Hashemite Kingdom of Jordan, and a number of senior officials. The accompanying delegation includes HE Ambassador Fahd Ahmed Al-Awadi, Assistant Foreign Minister for Arab Affairs, Counselor Ahmed Abdulrahman Al-Shuraim, Deputy Assistant Foreign Ministry for the Minister of Foreign Affairs Office, and a number of Foreign Ministry officials.

His Excellency Sheikh Dr. Ahmed Nasser Al-Mohammad Al-Sabah, Minister of Foreign Affairs, received a copy of the credentials of His Excellency Ambassador Roj Tamunfakul, Ambassador of the Kingdom of Thailand to the State of Kuwait. His Excellency Sheikh Dr. Ahmed Nasser Al-Mohammad Al-Sabah, Minister of Foreign Affairs, headed the delegation of the State of Kuwait participating in the work of the third strategic dialogue conference in the United Nations Relief and Works Agency for Palestine Refugees in the Near East, which was held on Thursday, October 15th 2020, through audio-visual communication technology. At the joint invitation of the Hashemite Kingdom of Jordan and the Kingdom of Sweden, with the aim of strengthening the role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). During the conference, the most effective ways were discussed to ensure the sustainability of the Agency's work and programs towards providing emergency aid to the Palestinian people and mobilizing international support in this context. His Excellency Sheikh Dr. Ahmed Nasser Al-Mohammad Al-Sabah, Minister of Foreign Affairs, delivered the speech of the State of Kuwait at this conference, the text was as follows: "In the name of Allah the Merciful His Excellency Ayman Al-Safadi Deputy Prime Minister and Minister of Foreign Affairs and Expatriate Affairs of the Hashemite Kingdom of Jordan Her Excellency Ann Linde Minister of Foreign Affairs of the Kingdom of Sweden His Excellency Philip Lazzarini Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) Your Excellencies and Excellencies, Ladies and Gentelmen, At the outset, I would like to express to all those who have offered sincere condolences on the death of the late Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, may God have mercy on him and rest his soul, in reaffirming that the State of Kuwait will continue its approach in building bridges between countries and creating consensus between opinions in the region and the countries of the world, and its support for humanitarian work, including UNRWA. I express my sincere appreciation and gratitude for this generous invitation to participate in the third strategic ministerial dialogue on UNRWA, and I hope that our meeting today will contribute to the achievement of what we all sought to ensure the continued work of the Agency in providing a helping hand, and fulfilling its obligations towards our Palestinian refugee people in light of the circumstances they suffer from. It is overflowing with challenges and hardships. I also have to acknowledge the tireless efforts and endeavors of the people in the Hashemite Kingdom of Jordan and the Kingdom of Sweden for their continuous support to the Agency. Thanks is also extended to His Excellency the Commissioner-General of UNRWA, Philip Lazzarini, and all the Agency's staff, for their hard work and appreciated effort in order to fulfill the obligations of the United Nations Aimed at improving the poor conditions of these refugees. On this occasion, I would also like to renew my congratulations to His Excellency Brother Ayman Safadi for obtaining the high royal confidence to be appointed as Deputy Prime Minister and Minister of Foreign Affairs for Expatriate Affairs in the Hashemite Kingdom of Jordan, wishing His Excellency success in his duties. Your Excellencies, The State of Kuwait affirms its support for the reform path pursued by the Agency, its efforts to enhance accountability, transparency of management, and its commitment to always remain neutral. I would also like to commend the Agency’s endeavors to diversify and expand its donor base and funding opportunities. We note here the results and recommendations we agreed upon at the Second Strategic Dialogue Conference held on 4/22/2020 and work to manifest them as concrete practical steps that contribute to strengthening the role of UNRWA and facilitating its mission. In this context, we stress the role of the international community and the United Nations in ensuring the stability of the financial situation of UNRWA so that it can fulfill its tasks, provide basic livelihoods, care and protection for Palestinian refugees, preserve their dignity and preserve their rights. We also renew our call for the need to develop ideas, develop strategic approaches and plans, and work to create sustainability. For financing, he was able to cover the escalating costs of UNRWA, whose budget deficit has become a real threat to its work and also doubles the burdens of the countries hosting the Agency's operations. I also would like to take this opportunity to value the role of the International Institute for Justice and the Rule of Law in confronting the threat of terrorism and its repercussions and secretions on the international arena, and I confirm that the State of Kuwait is working through its membership and effective role in the founding council of the International Institute in order to confront the scourge of extremism and terrorism and work to develop means to confront it with all means and methods. Here, I would like to recall the role of the State of Kuwait in supporting the efforts of the international community in its battle against the Covid-19 pandemic by continuing to extend a helping hand to the peoples of the world by providing support of nearly $ 290 million to ensure the continuity of combating the spread of the epidemic and reducing its consequences, in conjunction with the State of Kuwait continuing its relief role with support for the needy and refugees in many countries and work to strengthen the elements of security and stability in conflict areas. We also value all the efforts made by the international community and international organizations in the framework of alleviating the suffering of the conflict areas, to preserve the common achievements and to work for concerted international efforts to fight terrorist groups, with the aspiration to find common visions in line with the rapid changes and continue to achieve them to combat terrorism and its financing. Excellencies, ladies and gentlemen, The phenomenon of terrorism still poses a grave danger and a threat to international peace and security, and its impact on civil societies, whether from destroying or spreading strange ideas or when foreign fighters return from conflict zones by embracing doctrines that have nothing to do with our true Islamic religion. Our societies are still facing the negative effects of such a scourge, which were represented by wrong and extraneous methods and behaviors on our society, the most dangerous of which is intellectual deviation and the spread of extremism among young people by spreading toxins and embracing stray ideas and moving away from the approach of moderation and tolerance that are among the major features of our religion. The State of Kuwait, while urging the countries of the world to adopt policies that pursue the recovery of their citizens from conflict zones, confirms that it has made great strides in the efforts aimed at combating terrorism and ideological extremism, which has given this response great attention at various levels and through joint cooperation between official authorities in preparing cultural and rehabilitative programs for returnees from conflict areas and their integration with civil society, in order to eradicate and reject these stray ideas because they pose a grave threat and danger to international peace and security. Excellencies, ladies and gentlemen, This matter requires all of us to pay attention to the importance of strengthening international partnership and working on a single pace to achieve additional successes with the international community joining forces to eradicate the phenomenon of terrorism, dry up its sources and finance and provide full support to achieve the pillars of security and stability in conflict areas. In conclusion, I reiterate my thanks to all the countries participating in this forum for their efforts in this field with an assurance that the State of Kuwait will not hesitate to pay and contribute to any effort aimed at consolidating the foundations of international peace and security.
