Foreign Minister Sheikh Salem Abdullah Al-Jaber Al-Sabah chaired today, Wednesday, the delegation of the State of Kuwait participating in the work of the meeting of the Council of the League of Arab States at the ministerial level at its 159th session, which was held at the headquarters of the General Secretariat in Cairo. During the meeting, they discussed all items on the agenda, resolutions and topics concerned with supporting and promoting the process of joint Arab action in various political, economic and social fields, and the issues and topics related to current developments in the region. Mechanisms for developing multiple areas of cooperation between the Arab system, friendly countries and other international organizations were also discussed. The Minister of Foreign Affairs Sheikh Salem Abdullah Al-Jaber Al-Sabah had a speech at this meeting, which read as follows: "In the name of God, the Merciful, His Excellency Mr. Sameh Shoukry, Minister of Foreign Affairs of the brotherly Arab Republic of Egypt, Chairman of the current ordinary session of the Council of the League of Arab States at the ministerial level, Their Highnesses and Excellencies the Ministers of Foreign Affairs of the Arab countries, His Excellency Brother Ahmed Aboul Gheit, Secretary-General of the League of Arab States, Their Excellencies Ladies and Gentlemen, the Holy Presence, Peace, mercy and blessings of God be upon you. At the outset, I am pleased to extend my thanks and appreciation to Her Excellency Mrs. Najla Al-Masseed, Minister of Foreign Affairs of the brotherly State of Libya for the appreciated efforts made during her presidency of the work of the previous Congratulating His Excellency the Minister of Foreign Affairs of the Arab Republic of Egypt on his assumption of the presidency of the current session of the Ministerial Council of the League of Arab States, wishing him all the best, payment and thanks also to His Excellency the Secretary-General, the General Secretariat and its employees for their appreciated efforts in preparing and following up the work of our meeting. In this regard, I also cannot fail to welcome His Excellency Brother Nabil Ammar, Minister of Foreign Affairs, Immigration and Tunisians Abroad in the sisterly Republic of Tunisia for his first participation in the work of our Council and we are confident that his presence with us will be an addition to our joint Arab work. Their Highnesses, Excellencies and Excellencies, Ladies and Gentlemen, our meeting today comes after the convening of a reunion summit hosted by the brotherly People's Democratic Republic of Algeria during the month of November 2022, which culminated in the Declaration of Algeria, which reflected the Arab trends from all our common issues. That declaration came in the midst of the serious challenges and risks surrounding our Arab world and regional and international challenges and their effects on the security and stability of the region and its peoples, looking forward in this regard to the next Arab summit to be held in the brotherly Kingdom of Saudi Arabia, which will have a role in advancing Arab action to broader horizons and activating joint Arab action with effective international gatherings to come up with results that meet the desired goals and simulate the reality of our region and touch Our causes and fulfill the ambitions that we all aspire to. Their Highnesses, Excellencies and Excellencies, ladies and gentlemen,, our Arab region suffers from many challenges and crises, foremost of which is the Palestinian issue, where the Israeli occupation authorities continue to practice their systematic aggression against our brothers from the Palestinian people, increase their suffering, and we deplore and condemn here the continuation of the Israeli occupation forces by their aggressive violations against the brotherly Palestinian people and their continuation of settlement activities and their expansion, especially the incursions carried out by a number of Israeli occupation forces in the city of Jenin and its camps, which resulted in the death of 6 Palestinians and the wounding of dozens of injured, stressing that such acts directed against the brotherly Palestinian people are the title of Israeli intransigence and a reason for continued suffering and an obstacle to peace. We would also like to emphasize the firm position of the State of Kuwait in support of the rights of the Palestinian people and its firm commitment to support their rights in the face of the Israeli occupation and its unilateral measures that affect the historical situation of Jerusalem and support the options of the Palestinian people aimed at reaching a just and comprehensive solution to the Palestinian issue, which guarantees the end of the occupation, the return of refugees and the establishment of their independent state with East Jerusalem as its capital on the borders of June 4, 1967 in accordance with the resolutions of international legitimacy, the Arab Peace Initiative and the two-state solution. In this regard, we also welcome the positive results that emerged from the Jerusalem Conference held in February 2023. On the situation in brotherly Yemen, the State of Kuwait expresses its deep concern at the rejection of the Houthi militias to extend the truce that ended during October 2022 and its continued rejection of the efforts exerted by the Special Envoy of the Secretary-General of the United Nations to Yemen, which further complicates the crisis and prolongs its duration. We also call on all Yemeni parties to engage in negotiations that result in a political solution that achieves the aspirations of the brothers in Yemen towards security, stability and prosperity, in accordance with the three references of the Gulf initiative, its executive mechanism, the outputs of the comprehensive national dialogue and Security Council resolutions, including Security Council resolution 2216. We also emphasize the importance of continuing to support for humanitarian and relief needs and economic and development support for the Yemeni people. Brother and ensure its access to all parts of Yemen. With regard to the situation in Libya, the State of Kuwait calls on all concerned parties to take precede the national interest and strive to reach consensus on the political, security and constitutional entitlements that lead to the holding of national elections in implementation of the contents of the relevant Security Council resolutions in order to achieve the aspirations of the brotherly Libyan people and put an end to all foreign interference with the threat to security and stability in Libya and damage to Arab national security. The State of Kuwait also commends the progress of the work of the Military Committee (5+5) under the auspices of the United Nations Support in Libya and the efforts of the United Nations Envoy to Libya, Mr. Abdullah Batili in this regard. Their Highnesses and Excellencies, Ladies and Gentlemen, and on the situation in Lebanon, the State of Kuwait stresses the importance of the commitment of all Lebanese parties to constitutional entitlements, foremost of which is the presidential entitlement to ensure Lebanon's sovereignty, security and stability and move forward with the necessary reforms to achieve its economic recovery. On the Syrian crisis, the State of Kuwait renews its condolences and sympathy to the brotherly Syrian people after the earthquake that hit northern Syria. The State of Kuwait stresses that there is no military solution to this crisis and that the only solution is through a political settlement that preserves the unity and sovereignty of Syria and achieves the aspirations of its people in accordance with Security Council resolution No. 2254 and the Geneva Communiqué of 2012 and the importance of serious involvement in the work of the Constitutional Committee and the need to facilitate the access of humanitarian aid and provide the necessary support to Syrian refugees and their host countries. The State of Kuwait commends in this regard the efforts of the envoy of the Secretary-General of the United Nations, Mr. Ger Bederson. Their Highnesses and Excellencies, Ladies and Gentlemen, the State of Kuwait affirms its principled and firm position in rejecting military intervention in any conflict. The State of Kuwait expresses its deep concern about the developments of the Ukrainian crisis and its serious repercussions on international peace and security and its consequences for the humanitarian situation and the global economy. We call on all concerned parties in this crisis to take precedence the language of dialogue and engage in talks aimed at reaching a peaceful solution based on the principles of international law and the Charter of the United Nations. In conclusion, our countries are facing serious responsibilities and challenges that require us to exert more efforts, coordinate positions and adopt more effective methods to discuss our important issues and exchange views and views on them, including those issues that concern our Arab world, such as issues of combating terrorism and extremism, issues of regional and international security, external interference affecting the sovereignty and security of our countries, ensuring freedom of navigation in international waters in accordance with the rules of international law and the Convention on the Law of the Sea, not to be exposed to the security and safety of maritime navigation, threatening supply chains of international energy lines and other emerging issues that require us to develop the rules of joint Arab action and make it more effective and effective and influential.
